Tadpoles or fish help?

Hi, Just wondering, I have now reset up my tank for my tadpole Ollie, but do i need to have a fileter in it, or heater? I mean, Is it ABSOLUTELY ESSENTIAL? will my tadpole and fish live without it? The fish have been living in a pond, so they wont need it, but im not sure about the tadpole? What are the essentials that tadpoles need to LIVE? The water temp is about 25 c, and there is about 5 inches of water. Any help appreciated. Thanks.
