Should root cs be done on a 2 1/2 year old?

My granddaughter fell and busted one of her baby tooth. My daughter in law states that the dentist is suggesting a root c. Since the tooth would eventually come out, why is this necessary? If the parents decide to ask that the tooth be pulled, will that affect the tooth coming behind it?
