Why can't Russia and the UK become military powers together?

The two countries have huge histories of dreadful wars and have co-operated throughout (except Suez cana) the UK is one of the biggest investors in Russia. Russia also has huge raw materials and invest greatly in the UK. Many farmers, oil workers and business men travel from the uk to work. So why must our stupid government insist on undermining the russian government at every opportunity. It appears it is one rule for them and another for us. I could imagine a world where Uk, Russia, France, Germany and China are economic and Military allies. Why can't this happen?
