Does a chief in the Navy have the right to search his subordinates automobile at random?

My chief came to us the other day and said they were implementing a new policy where he would have the right to search members automobiles when he and the other chiefs chose to. This sounds like a crock to me. I just want to know if he has the right to do that, and if not, can I legally refuse him entry to my car.
